The Gokaigers embark on a quest to find the ghost ship that harbors the legendary God Eye, which grants any wish to whoever wields it. During their adventure, they must face Los Dark, the captain of the ghost ship, and a host of revived enemies of the previous Super Sentai teams such as Agent Abrella and Baseball Mask.
After a mysterious prisoner with only a few weeks left on his sentence breaks out of prison in Central City, the Elric brothers attempt to track him down. The search leads them to Table City in the southwestern country of Creta, where Alphonse rescues a young alchemist named Julia from the very man they are trying to capture. Creatures known as Shokujinki have been secretly living alongside humans for hundreds of years. Though they may look like humans, Shokujinki are able to transform into uncontrollable beasts with gigantic claws and consume humans to survive. The equally secretive Kifuuken dojo specializes in killing Shokujinki by cutting off their arms, and is the only force preventing unchecked Shokujinki domination. Toshihiko Momota, the son of the leader of the Kifuuken, is instantly charmed by a mysterious woman named Yuka Kamitsuki. The mega-corporate Daedalus Group is under attack by a small group of activists known as the Ghost of Icarus. When the activist group requests both doctors’ collaboration, Black Jack finds himself caught in a spiral of life, death and treason while trying to save his patients' lives and avoid the breaking of a biological war that could destroy humanity.

Kenji Utsumi (内海 賢二, Utsumi Kenji, August 26, 1937 – June 13, 2013) was a Japanese actor and voice actor from Kitakyushu, affiliated with the self-founded Ken Production. He was best known for his roles in Sally the Witch (1966) (as Sally's Papa), Fist of the North Star (as Raoh and Kaioh), Dr. Slump Arale-chan (as Senbei Norimaki), the Dragon Ball series (as Shenlong, Commander Red, Reacoom and the Tenkaichi Budōkai announcer), Fullmetal Alchemist (as Alex Louis Armstrong) and Hajime no Ippo (as Coach Kamogawa). He was also known for dubbing over the voices of actors Carl Weathers, Steve McQueen, Jack Nicholson, Sammy Davis, Jr., Victor Mature and Robert Shaw in the Japanese-language editions of their films. He received a lifetime achievement award at the third Seiyu Awards.
